Little, Director <br />Cabarrus County Parks and Recreation Department <br /> <br />Re: <br /> <br />Memorandum of Understanding in Support of a Three-County Regional <br />Greenway System <br /> <br />On April 15, 2003, Mr. Steve Blount, Chairman for the Rowan County Board of <br />Commissioners, submitted a letter to Board Chairman Freeman inviting Cabarrus <br />County representatives to a planning meeting scheduled to discuss a three-county <br />regional greenway system. Representatives from the Cabarrus County Parks and <br />Recreation Department attended two planning meetings on May 12th and 29th. The <br />purpose of these meetings was to solicit cooperation from the three adjoining counties <br />(Rowan, Davidson and Cabarrus) and the municipalities (Salisbury, China Grove, <br />Landis, Spencer and Kannapolis) in the preparation of a comprehensive Greenway <br />Master Plan for Grants Creek. This type of joint partnership and cooperation assists in <br />the securing of grants and other non-governmental funds toward future development. <br /> <br />All partners have been re/quested to fund a portion of the expense to hire a consultant to <br />design and develop the master plan for the seventeen-mile greenway area on Grants <br />Creek. Since the current Livable Community Blueprint identifies a <br />Greenway/Bike/Pedestrian way in the South Rowan area with cooperation of the MPC, <br />Cabarrus County has not been requested to fund any of this plan. <br /> <br />Mr. Blount has requested that all governmental units approve the attached <br />Memorandum of Understanding in support of a three-county regional greenway system. <br />In May, Rowan County Board of Commissioners adopted this Memorandum of <br />Understanding. <br /> <br />If you have any questions or comments, please feel free to contact me.
