Compreh msive Solid Waste Management <br />Plan <br /> <br />Introduction: <br />This plan is the second three year update to the original Cabarrus County Solid Waste <br />Management Plan !SWMP) dated June 1997. This plan was prepared in accordance <br />with N.C. General ~tatute 130A-309.09A (b) for the purpose of meeting local solid <br />waste needs and p _.~otecting public health and the environment. The sections of the <br />plan are ordered a~listed in the General Statute. <br />Through implemer~tation of this comprehensive solid waste management plan and <br />the plan updates that will follow every three years, the Cabarrus County planning <br />area provides for tl~e management of solid waste and its reduction for the next 10 <br />years. The plannin~ area includes Cabarrus County and the following municipalities: <br />Karmapolis, Mounl~Pleasant, Midland, and Harrisburg. The City of Concord has an <br />agreement with BFq. for disposal of waste at the Lowes Motor speedway landfill and is <br />not participating i~this plan. <br /> <br />Cabarrus County's ~urrent and long range vision is for a comprehensive waste <br />management program. This program provides disposal capacity, waste collection <br />services, and wasteireduction programs to all members of the communit~ at a <br />reasonable price. T~'fie vision includes the elimination of improper disposal of waste <br />and expanded waste reduction opportunities that are convenient for residents. The <br />vision is for a comr~unity that understands the environmental benefits of waste <br />reduction and prol~_' r waste disposal. The community foresees some financial <br />expenditures, but ir{tends to keep them at a reasonable level.
