Section 2 Local Waste Reduction Goals According to the North Carolina 2001-2002 Solid Waste Annual Report, the per capita disposal rate for the Cabarrus County Planning area was 1.50. In FY 2001-2002 the Cabarrus County Planning area experienced a -59% per capita waste reduction rate over the 1991-1992 base year per capita rate. Negative waste reduction indicates that waste disposal rates have increased by 59% compared to the base year. This increase in per capita waste disposal rates will be discussed in greater detail later in this section. The baseline year (FY 1991-92) disposal rate was 0.94 tons per capita (figure provided by the N.C. Solid Waste Section). At this per capita disposal rate, Cabarrus County would dispose of 141,278 tons in FY 2005-06, 156,883 tons in FY 2009-10, and 174,571 tons in FY 2014-15 (see Table 5). Table 5. Although each entity expressed a sincere desire to implement a sizable waste reduction goal, it became apparent that there would be several obstacles to overcome. Some of these obstacles included: Flow control: private enterprise controls residential waste collection and hauling services for the unincorporated areas of the County and virtually all commercial collection and hauling services throughout the geographic area covered by this plan.
