Section 2
Local Waste Reduction Goals

· ?riYate enterp~se controls all waste disposal, with the exception of C&D waste, in
Cabarrus Cou]~ty. C&D waste generators have two disposal options within the
County. Priva!e enterprise operates a facility known as the HJ§hwa¥ 49
Landfill and R~cyc]ing Center while the County operates a C&D landfill at the
dosed sanitaz~ landfill facility.
· Recycling is v~untary.

· Markets for rec{overed recyclable materials were very soft at the time this report
was prepared. !
Based on the con~.traints listed above, the plan participants decided on a modest, yet
obtainable waste {:eduction goal of 5% to be implemented for FY 2000-01 and then
held constant for he FY 2005-06 planning period. This would lower the baseline per
capita disposal ra · from 0.94 to 0.893. A subsequent meeting was held in March
2000, at which th~ plan participants reaffirmed their commitment to the 5% per capita
reduction, holdin it constant at 0.893 up to the FY2009-10 planning period.

Using the goal pe: capita rate of 0.893, the target annual tonnage is as shown below in
Table 6.

Table 6.. argeted Waste Reduction, FY 2005-06, 2009-10 and 2014-15

CALCULATION~C FY 2005-06 FY 2009-10 FY 2014-15
Baseline year per ~apita disposal rate 0.94 0.94 0.94
Targeted per capita disposal rate 0.893 0.893 0.893
l

Population projed ions 150,296 166,897 185,714
Projected tonnage~ at baseline disposal rate 141,278 156,883 174,571
Projected tonnage~ at goal disposal rate 134,214 149,039 165,842
Targeted annual t~rmage reductions 7,064 7,844 8,729

The per capita wa,.
reduction over the
realized during a F'eriod of relatively slow economic growth and has recently risen to
1.50 for FY 2002, a ;9% increase over the base year.

Although the Cour ty has not conducted any studies, it is reasonable to assume that
the recent upswing, in the local economy of Cabarrus County has led to the sharp

:e reduction goal of 0.893 referenced above was based on a 5%
~aseline year rate of 0.94.
