This can be directly evidenced by the surge in <br />building construction and subsequent increase in C&D disposal (993 tons in FY 1996- <br />97 vs. 90,040 tons in FY 2000-01). Another product of a strong economy is an increase <br />in manufacturing output, which will inevitably result in an increase in commercial <br />waste generation and disposal. <br /> <br />Although the sudden increase in the per capita disposal rate was unforeseen, the <br />original constraints to waste reduction referenced above are still valid. The consensus <br />among the plan participants is that this unusually high per capita disposal rate will <br />somewhat diminish over time and that the 5% reduction goal is still obtainable. <br /> <br />Assuming that the per capita disposal rate of 1.50 is the worst-case scenario, a 5% <br />reduction would lower the rate to 1.45. Based on this worst-case rate, the targeted <br />waste reduction for FY 2005-06, 2009-10, and 2014-15 would be as shown below in <br />Table 7: <br /> <br />Table 7.
