Section 5 <br />Solid Waste Management Methods: <br />Assessment of Programs and Description of <br />Intended Actions <br /> <br />Each solid waste management method as required by North Carolina G.S. 130A- <br />309.09A (b) is described below. Each section includes an assessment of the current <br />program and a summary of the intended actions. <br /> <br />5.1 Source Reduction <br />Current Program: There are currently no official source reduction programs in the <br />County or the municipalities. <br /> <br />Intended Actions: The County plans to incorporate recycling and source reduction <br />into its general recycling education and outreach program. The County has hired a <br />Reduction/Recycling Coordinator. The Recycling Coordinator will develop "good <br />neighbor" working relationships with industrial and commercial generators and <br />promote source reduction programs. The ,Recycling Coordinator will also evaluate <br />possible residential source reduction. <br /> <br />5.2 Collection of Solid Waste ~ <br />Current Program: Residential waste collection is provided by private haulers, <br />currently BFI through the franchise agreement, for the unincorporated areas of the <br />County and the Town of Midland. Curbside residential waste collection is provided <br />by each municipality (Kannapolis, Mount Pleasant, and Harrisburg). Allied collects <br />the residential waste for Kannapolis, North Mecklenburg Sanitation is responsible for <br />waste collection in Harrisburg, and the municipality collects in Mount Pleasant. The <br />final disposal si.te for solid waste from the residential sources of the municipalities <br />and the unincorporated areas is the LMS landfill. <br /> <br />Commercial, industrial and institutional waste generators are required by the County <br />and the municipalities to contract with private companies for waste hauling services. <br />The exception to this is the Town of Mount Pleasant who will collect waste from four <br />commercial generators who do not exceed a two container maximum limit. <br /> <br />The City of Kannapolis and the Town of Harrisburg both offer a "clean up day" where <br />they will pick up bulky items free of charge. The Town of Mount Pleasant will rent a <br />truck to residents that can be used to haul bulky items for a $100.00 fee. <br /> <br />Intended Actions: According to the franchise agreement between the County and <br />BFI, renewed from 2003 to 2008, BFI is responsible for hauling waste to the LMS <br />landfill.
