<br />TECHNOLOGY APPROPRIATE USE POLICY

<br />PURPOSE: This policy covers the use of all technology resources belonging to
<br />Cabarrus County, whether individually controlled or shared, stand alone or networked.
<br />It includes, but is not limited to pagers, radios, all computer systems of any size and
<br />function and their attached peripherals, telephones, cellular phones, faxes, voice mail
<br />systems, e-mail systems, network resources and Internet resources. All technology
<br />resources owned by Cabarrus County are in place to enable the County to provide its
<br />services in a timely and efficient manner. This is the primary function of these
<br />resources and any activity or action that interferes with this purpose is prohibited.
<br />Ethical and legal standards that apply to information technology resources derive
<br />directly from standards of common sense and common courtesy that apply to the use of
<br />any shared resource. Because technology systems are constantly evolving, Cabarrus
<br />County requires its employees to use a common sense approach to the rules set forth
<br />below, complying not only with the letter, but also the spirit, of this policy.

<br />POLICY:

<br />Information Access and Ownership: All technology resources and all information
<br />transmitted by, received from, or stored on Cabarrus County systems are the property
<br />of Cabarrus County and as such, are subject to inspection by County officials. The
<br />County reserves the right for business purposes to-eP, t-e~retrieve, review, analyze, and
<br />monitor the information on all systems, including voice mail, electronic mail, and
<br />information stored on computer systems or media, without advance notice. This might
<br />include, but is not limited to, investigating theft, unauthorized disclosure of confidential
<br />business or proprietary information, personal abuse of the system, or monitoring
<br />workflow and productivity.

<br />Anytime information is transmitted through electronic media, there is the possibility that

<br />consideration should be ,iven, and caution exercised when transmittin, confidential
<br />information. At no time is any County confidential information to be electronically
<br />transmitted or othe~ise conveyed to any entity outside of County jurisdiction without

<br />E-mail is considered to be a public record and may be subject to public disclosure in
<br />accordance with the Public Records/=/aw, as cited in N.C.G.S. .~132. Routine backup of I
<br />e-mail will occur as part of the system maintenance performed by/TSI. T.S.=

<br />If Cabarrus County determines that an employee has used technology resources in a
<br />manner that violates this policy or other County policies, the County will take
<br />appropriate disciplinary action up to and including dismissal.
