Phase IV. A. <br />Funding Priorities <br /> <br />Intermediate and Community Level Dispositional Options <br /> <br />The N.C. Juvenile Code (143B-549) states that the JCPC's shall: (a) annually review the needs of juveniles who are "at- <br />risk" of delinquency or who have been adjudicated und~sciphned or dehnquent and the resources available to address those <br />needs ..... The Council shall submit a written plan of action for the expenditure of juvenile dlsposinonal options and <br />preventmn funds to the county commissioners for its approval. . .(b) ensure that appropriate intermediate dispositional <br />opnons are available and shall prioritize funding of intermediate and community level dispositional options." <br /> <br />In the table below list and describe the d~spositional options needed in the county which will: <br /> a) address d~sposmonal opnons <br /> b) fill and address resource gaps, issues and barriers <br /> c) work toward achieving juvenile justice, risk and protective factor outcomes: <br /> <br />Home Based Services - in-home family counseling services <br /> <br />Court Psychological Serivices - testing component will provide screening, testing and referral to appropriate <br />resources; substance screening program will provide substance abuse screemg services and referral to appropriate <br />resources. <br /> <br />Restitution/Community Services - provide juveniles with opportunity to earn money to remunerate victims and do <br />community services for public and private non-profit entities in the county. <br /> <br />Specialized Placement Services - will provide respite, temporary shelter and long term placement for juveniles <br />needing out of home placement <br /> <br />Teen Court Services - will provide alternative referral source for juvemle intake and law enforcement to court <br />referral. Services provide learning opportunity for youth, as well as volunteer opportunities. <br /> <br />Prevention Services Needs <br /> <br />In the table below list and describe the prevention services needed in the county which will: <br /> a) address priority risk factors <br /> b) fill and address lesource gaps, issues and barriers <br /> c) work toward achieving juvemle justice, risk and protective factor outcomes: <br /> <br />Educanonal Day/Structured Day Services - (NOT A PREVENTION SERVICE BUT A DISPOSITIONAL <br />ALTERNATIVE) will prowde alternative educational/vocational services for youth who are long term suspended or <br />expelled from school <br /> <br />Victim/Offender Mediation Services - (NOT A PREVENTION SERVICE BUT A DISPOSITIONAL <br />ALTERNATIVE) will provide mediation service to juveniles and their wctims. <br /> <br />Early & Persistent School Behavior Problem Services - will provide early identification and service referrals to youth <br />with behavior problems, including school truancy <br /> <br />Note: DJJDP funding should be allocated for prevention services only when adequate <br />community and intermediate dispositional options are provided in the county. <br /> <br />5/15/O3 <br /> <br />19 <br /> <br /> <br />
