EXTRACT FROM MINUTES OF PUBLIC HEARING <br />THE BOARD OF COMMISSIONERS OF <br />THE COUNTY OF CABARRUS, NORTH CAROLINA <br /> <br /> The Board of Commissioners for the County of Cabarrus, North Carolina, met in regular session <br />in the Commissioners' Meeting Room in the Cabarrus County Governmental Center in Concord, North <br />Carolina, the regular place of meeting, at 6:30 p.m., on July 21, 2003, with Robert M. Freeman, <br />Chairman, presiding. The following Commissioners were: <br /> <br />PRESENT: <br /> <br />ABSENT: <br /> <br />ALSO PRESENT: <br /> <br /> The Chairman announced that this was the date and hour fixed by the Board for the public <br />hearing on the order entitled "ORDER AUTHORIZING $69,610,000 REFUNDING BONDS" and that <br />the Board would immediately hear anyone who might wish to be heard on the question of the validity of <br />said order or the advisability of issuing any of said bonds. <br /> <br /> The Chairman stated that the proceeds of the Refunding Bonds in the aggregate principal amount <br />not exceeding $69,610,000 would be used for the purpose of providing funds, together with other <br />available funds, to refund all or a portion of the County's outstanding Water Bonds, Series 1992, <br />Refunding Bonds, Series 1993 and School Bonds, Series 1997, each as described in the published notice <br />of the public hearing, and paying expenses related thereto. <br /> <br /> No one appeared, either in person or by attorney, to be heard on the question of the validity of <br />said order or the advisability of issuing any of said bonds and the Clerk to the Board announced that no <br />written statement relating to said questions had been received. <br /> <br /> NOTE: The foregoing is written on the theory that no person wishes to be heard, either orally or <br />in writing. If the contrary is true, one or more of the following clauses may be added after the last <br />sentence of the preceding paragraph: <br /> <br />except <br /> <br /> ., residing at <br />, who appeared in person and stated <br /> <br />except <br /> <br />, Esq., who stated that he represented <br /> , residing at <br /> who wishes to state that <br /> <br />except a statement signed by ~ persons, which statement was read and <br />ordered spread upon the minutes of the public hearing, and is as follows: [If any <br /> <br /> <br />
