Morgan, Cabarrus County Tax Collection Supv. <br /> <br />07/08/03 <br /> <br />To seek authorization of the governing body to allow the Tax Collector to dkect a levy and <br />execution to the Sheriff. <br /> <br />This program is designed to allow the Sheriff to assist in personal property collections. We plan to have an <br />active program between the Collector and the Sheriff's Department by submitting a Sheriff's levy to our <br />Sheriff's Department for service. <br /> <br />We plan to do this on a trial basis to see if the Sheriff's Department can handle this without hiring an <br />additional person. Our plan is to submit no more than five levies a week. This may increase or decrease, <br />depending on how many the Sheriff feels his department can handle. <br /> <br />Once a tax levy is submitted to the Sheriff's Department for process, it is handled under Civil Process Law. <br />The Sheriffhas 90 days to respond to the Tax Collector. The fees that the Civil Division may charge for <br />services are all included in the collection package. The fees are 5% of the first $500.00 and 2 ~% of any <br />amount over. <br /> <br />We will not submit a Sheriff's levy until the Tax Collector's office has used all means of collection. The <br />Tax Collector's office will track what is submitted by "flagging" a code on our system. We can then report <br />the number of levies that were sent and how much money was collected. <br /> <br />For the period ending June 30, 2002, our uncollected taxes on vehicles were $655,003.28. This represents <br />11% uncollected. I am expecting to see an increase in our collection percentage if this program is <br />approved. <br /> <br />7-4- <br /> <br /> <br />
