Memo <br /> <br />CC: <br /> <br />Date: <br /> <br />Re:. <br /> <br />Board of Commissioners <br /> <br />Mike Downs, David Hampton, Jonathan Marshall, James Sasser <br /> <br />John Day <br /> <br />06/10/03 <br /> <br />Non-Emergency Medical Transport <br /> <br />We are recommending renewal of the non-exclusive franchise with Mid-State Transport, Inc. to provide <br />non-emergency medical transportation. This recommendation for renewal is based on the following <br />reasons: <br /> <br />· Mid-State Transport has provided professional and efficient services in the short time that they <br /> have bean performing these services. <br /> <br />· Mid-State Transport has worked with County mobility management staff to set up a dual dispatch <br /> system for business and non-business hours. <br /> <br />Mid-State Transport provides human service transportation for Cabarrus County and has been <br />able to provide some of the non-emergency trips using lift vans which is a lower cost alternative for <br />the County and clients. <br /> <br />· A request for proposals was sent to firms that had expressed interest in providing these services in <br /> the past, but no firms other than Mid-State Transport responded. <br /> <br />The current contract permits these services to be provided by a contracted service without adding <br />additional expense to the County. As non-emergency calls increase, additional revenue will follow. <br />The alternative is to add personnel, equipment and supplies for the County to provide these <br />services. <br /> <br />This system allows the County EMS to focus on Advanced Life Saving Procedures, new <br />procedures, and special operations which is evident in the current list of procedures used by <br />Cabarrus County EMS that are not provided elsewhere in the state. <br /> <br />· This system leaves Paramedics available to respond to life threatening events rather than be tied <br /> up with non-emergency transport. <br /> <br />If there are any questions conceming this renewal request, please feel free to contact any of us. <br /> <br /> <br />
