Memorandum

To:

Cabarrus County Board of Commissioners

From:

Michael L. Murphy

Date: July 7, 2003

Subject: Long Term Care Committee

The Cabarrus County Department of Aging is submitting a proposal, to the North
Carolina Division of Aging and the North Carolina Department of Human Services for
consideration as one of two pilot projects to develop and implement a Long Term Care
Planning Committee. This committee will develop a Long Term Care Master Plan for
Cabarrus County. The results from the two pilot projects will be used to determine the
state standards for future Long Term Care committees. The Department of Health and
Human Services plans to require each county to develop a Long Term Care Planning
Committee and implement this plan within the next two years. They are required to
submit a report to the General Assembly in October 2004 (as required by House Bill 172)
and it is expected that Long Term Care Planning Committees will be mandated soon
after.

The Long Term Care Planning Committee process has been discussed for several years
and comes from a study and report form the North Carolina Institute on Medicine's Task
Force on Long Term Care in 2001. As a result of this report, the Department of Aging
has akeady developed a plan to implement the Long Term Care Planning Committee as
part of the Cabarms Aging Network. The Cabarms Aging Network consists of 29 local
agencies that provide services to Cabarms County older adults. Most of the
representatives that will need to be included in the Long Term Care Planning Committee
are already meeting with our staff on a quarterly basis through the Cabarms Aging
Network. These agencies are; the Department of Social Services, Cabarms Health
Alliance, NorthEast Medical Center, Cabarms County Council on Aging, Piedmont
Behavioral Health, Cabarms County Home Health, Pathways Home Health, Coltrane
LIFE Center, University Adult Day Care, the Centralina Area Agency on Aging, the
Cabarrus County Family Caregiver Support Program, Western Piedmont Alzheimer's
Association Chapter, Cabarrus County Hospice and Cabarrus Meals on Wheels.
