A JOINT RESOLUTION BETVVEEN CABARRUS COUNTY BOARD OF <br />COMMISSIONERS, KANNAPOLIS CITY COUNCIL, AND CONCORD CITY COUNCIL <br />AND <br /> SUPPORTED BY THE CABARRUS REGIONAL CHAMBI=R OF COMMERCE <br /> REQUESTING SPECIFIC ACTIONS FOR ECONOMIC DISASTER RELIEF <br /> <br />Be it hereby resolved on th~s day that the elected boards of Cabarrus County, <br />Kannapolls and Concord do hereby request the following <br /> <br />1 Accelerate the Cabarrus County Transportabon Improvement Projects We <br /> beheve that action to be a crucial step which will create add~bonal local jobs and <br /> trickle down through the economy ~n new local purchases We also beheve th~s <br /> will allow products to get to market quicker We know that road construction <br /> attracts new capital investment and we need that economic sbmulus The <br /> Kannapohs Wests~de Bypass and 1-85 project through Cabarrus County are <br /> priorities for us <br /> <br /> 2 Market the Pdlowtex operabon as a new economic development project and <br /> incentlwze a potential buyer (who will operate the company) for the Pillowtex <br /> assets w~th the same incentives the State would offer to a company that would <br /> be cons~denng a relocabon to North Carohna T~e the ~ncent~ves to new <br /> investment and jobs created If those ~ncenbves could be pa~red w~th Federal <br /> and local incentives, perhaps the company could be saved and jobs restored and <br /> people put back to work We recogmze th~s may only be a stop gap measure <br /> and other ~ssues related to the future of the textde industry must continue to be <br /> addressed There ~s an urgency here because the bankruptcy judge wdl consider <br /> the Pdlowtex case in early September This mcenbve package must be included <br /> in the Pdlowtex package to be considered by the judge <br /> <br />3 Move Cabarrus County ~mmed~ately from a T~er 5 County to a T~er I County <br /> providing further economic ~noenbve relief <br /> <br />4 Outline steps local leaders can take to heighten our economic d~saster s~tuabon <br /> so that FI=MA assistance will receive further consideration from the Federal <br /> Government <br /> <br />5 Convene a Conference Committee dunng the proposed Special Session later <br /> th~s year to address add~bonal short term rehef efforts and long term solutions to <br /> the economic d~saster expenenced by Rowan, Cabarrus and other North <br /> Carolina counbes One focus of the Conference Committee could be job creabon <br /> and expansion in a post textile North Carohna economy <br /> <br /> 6 Release $225,000 in CDBG funds for an Economic Recovery Planning Grant to <br /> the City of Kannapohs so thata study offuture uses for the 158 acre <br /> Pdlowtex s~te m the heart of Kannapohs can be completed Secretary Fa~n spoke <br /> of these funds while he was here last week <br /> <br /> 7 Issue a Call For Employers to participate in the Cabarrus Regional Chamber's <br /> HOPE (Help and Opportunities for Potential Employment) Job Fair August 14, <br /> 2003 at Lowe's Motor Speedway Over 75 regional employers have agreed to <br /> participate and we need more than 100 We're hoping to put hundreds of people <br /> m jobs th~s week The job fair begins at 8 30 a m <br /> <br />This the 11th day of August, 2003 <br /> <br />Cabarrus County Board of Commissioners <br /> <br />Mayor and Councd of Kannapol~s <br /> <br />Mayor and Council of Concord <br /> <br />Cabarrus Regional Chamber <br /> <br /> <br />
