empowers the CITY, COUNTY, and AUTHORITY to enter into an interlocal agreement in order to execute an undertaking whereby a unit of local government exercises any power, function, pubhc enterprise, right, privilege, or immunity either jointly with or on behalf of another umt of local government; - WHEREAS, The COIJ'NTY, in it's sole discretion, may delegate any responsibilities, duties, or power to the AUTH~)RITY concerning the operation of COUNTY facilities that the COUNTY may deem appropriate and the AUTHORITY may find acceptable; 'i NOW, THEREFORE, for and in consideration of the mutual benefits, covenants, and promises contained herein, the!parties hereto agree as follows: 1. Purpose. The purpose ,,$f this Agreement is to provide for the construction and long-term maintenance of a conve]ntion center within the corporate limits of Concord, North Carolina and to provide for the promotion of travel and tourism and other tourism-related expenditures to benefit lareas within the corporate limits of Concord and the remainder of Cabarrus County, Nort~ Carolina. In the event of any conflict or perceived conflict, this interlocal agreement sMll supersede and control over any previous agreement between the parties or any combipation of the said parties and any other entity concerning the proposed convention ce{ter within the CITY.
