The Board agreed to meet on August 25 at 6:30 p.m. for a work session. (C) Chan~e Order for the Midway Improvements at the Cabarrus Arena and Events Center Mr. Mike Downs, Public Safety Services Director, and Mr. George Thornley of Concord Engineering and Surveying, reviewed the proposed additions to complete the Midway and Recreational Vehicle (RV) Area construction project at the Cabarrus Arena and Events Center. The changes were as follows: (1) Midway & RV area waterline size increase - $23,614.75 Construction plans were incorrect. Contractor bid plans as written. The six-inch water line is needed throughout the m~dway area to accommodate the needed water flows and pressures. (2) Midway - Additional Paved Area - $7,219.00 Engineer left an area (approximately 20 x.50) at the rear of Gold Hall designated to be a landscaped area. This area ~s surrounded by pavement and is isolated from any other landscaped areas. (3) Midway - Three Additional Service Connections - $39,219.57 Additional service connections are needed in the area that w[ll be housing food/craft vendors not related to the carnival. (4) Midway - Gray Water Storage - $18,000.00 The gray water from the lower end of the midway area will have to be pumped to the rear of the m~dway at a cost of approximately $70,000.00 or another alternative will have to be found. The proposed alternative will allow for the storage of gray water at the above cost. The water then would have to be removed from the storage area by truck. The proposed storage facility wlll permit the placement of a pump at a later date if needed. Vice Chairman Suggs questioned the co~t of the larger pipe to be used for the Midway and RV area waterlines. After discussion, the Board delayed a decision until later in the meeting. (D) Discussion of the Proposed Convention Center with the Concord City Council Background: The Concord City Council has requested that the Board of Commissioners allocate approximately $700,000.00 to $800,000.00 annually from occupancy tax proceeda to the City of Concord to pay one-half the debt service on a convention center. The convention center would be operated by John Q. Hammons Corporation and attached to an Embassy Su[tes Hotel built by Hammons. At 6:45 p.m., Chairman Freeman welcomed City of Concord Mayor Scott Padgett and the following City Council members to the meeting: Lamar Barrier, David Phillips, Allen Small, James Ramseur, Randy Grimes and Alfred M. Brown, Jr. City staff members present for the meeting included City Manager Brian Hiatt, Assistant City Attorney Robert Cansler, City Clerk Vickey Weant and Deputy City Clerk Jill Chunn. Mayor Padgett made introductory remarks considering the proposed convention center on Speedway Boulevard, stating the project had been talked about for years and the deal had changed during =he years. He explained the City Council had worked with the Convention and Visitors Bureau (CVB) as they felt the CVB was the proper group to bring the pro3ect forward. Further, Mayor Padgett stated there had been discussions with individual Board members during the past year concerning the proposed project. The following "Concord Position Regarding Authority to Oversee Convention Center" was provided to Board members. The County Commission, as owner of the Arena and Events Center and the County elected representative, is certainly entitled to delegate any functions they wish to any Authority to be established. The remainder of this paper speaks only to the proposed Concord's position on the proposed Convention Center.
