The Board agreed to meet on August 25 <br />at 6:30 p.m. for a work session. <br /> <br />(C) Chan~e Order for the Midway Improvements at the Cabarrus Arena and <br />Events Center <br /> <br /> Mr. Mike Downs, Public Safety Services Director, and Mr. George <br />Thornley of Concord Engineering and Surveying, reviewed the proposed <br />additions to complete the Midway and Recreational Vehicle (RV) Area <br />construction project at the Cabarrus Arena and Events Center. The changes <br />were as follows: <br /> <br /> (1) Midway & RV area waterline size increase - $23,614.75 <br /> Construction plans were incorrect. Contractor bid plans as <br /> written. The six-inch water line is needed throughout the m~dway <br /> area to accommodate the needed water flows and pressures. <br /> (2) Midway - Additional Paved Area - $7,219.00 <br /> Engineer left an area (approximately 20 x.50) at the rear of Gold <br /> Hall designated to be a landscaped area. This area ~s surrounded <br /> by pavement and is isolated from any other landscaped areas. <br /> (3) Midway - Three Additional Service Connections - $39,219.57 <br /> Additional service connections are needed in the area that w[ll <br /> be housing food/craft vendors not related to the carnival. <br /> (4) Midway - Gray Water Storage - $18,000.00 <br /> The gray water from the lower end of the midway area will have to <br /> be pumped to the rear of the m~dway at a cost of approximately <br /> $70,000.00 or another alternative will have to be found. The <br /> proposed alternative will allow for the storage of gray water at <br /> the above cost. The water then would have to be removed from the <br /> storage area by truck. The proposed storage facility wlll permit <br /> the placement of a pump at a later date if needed. <br /> <br /> Vice Chairman Suggs questioned the co~t of the larger pipe to be used <br />for the Midway and RV area waterlines. After discussion, the Board delayed a <br />decision until later in the meeting. <br /> <br />(D) Discussion of the Proposed Convention Center with the Concord City <br />Council <br /> <br /> Background: The Concord City Council has requested that the Board of <br />Commissioners allocate approximately $700,000.00 to $800,000.00 annually from <br />occupancy tax proceeda to the City of Concord to pay one-half the debt <br />service on a convention center. The convention center would be operated by <br />John Q. Hammons Corporation and attached to an Embassy Su[tes Hotel built by <br />Hammons. <br /> <br /> At 6:45 p.m., Chairman Freeman welcomed City of Concord Mayor Scott <br />Padgett and the following City Council members to the meeting: Lamar Barrier, <br />David Phillips, Allen Small, James Ramseur, Randy Grimes and Alfred M. Brown, <br />Jr. City staff members present for the meeting included City Manager Brian <br />Hiatt, Assistant City Attorney Robert Cansler, City Clerk Vickey Weant and <br />Deputy City Clerk Jill Chunn. <br /> <br /> Mayor Padgett made introductory remarks considering the proposed <br />convention center on Speedway Boulevard, stating the project had been talked <br />about for years and the deal had changed during =he years. He explained the <br />City Council had worked with the Convention and Visitors Bureau (CVB) as they <br />felt the CVB was the proper group to bring the pro3ect forward. Further, <br />Mayor Padgett stated there had been discussions with individual Board members <br />during the past year concerning the proposed project. <br /> <br /> The following "Concord Position Regarding Authority to Oversee <br /> Convention Center" was provided to Board members. <br /> <br /> The County Commission, as owner of the Arena and Events Center <br /> and the County elected representative, is certainly entitled to <br /> delegate any functions they wish to any Authority to be <br /> established. The remainder of this paper speaks only to the <br /> proposed Concord's position on the proposed Convention Center. <br /> <br /> The City Council, as owner of the property on which the proposed <br /> center is to be built, the entity obligated on any debt to be <br /> issued for construction, and the elected officials responsible to <br /> <br /> <br />
