The :ole of =he Au~hor~Uy as -landlord~ b~ strictly limited ~o =]~e oversight and coordin&=ion of marketing efforts tel&ted =o =¢ur~s~ ~n Cab&rrus Coun=¥, including =he Convention Center and ~'en& &nd Events Cen=er~ g~v~ng advise, counsel and assistance re!~arding =he opera=ton of =he Convention Cen=er~ and as proper~y manager ~o coordinate ~he City's long-term maintenance r,~sponsibili~ies for the Convention Center (provided that any expeadi~ures for said maintenance responstbili~ies will come out of the escrow fund desig~a=ed for =his purpose as defined in =h~ interlocal agreement). The Authority shall not be authorized =olmake any decision legally binding on the Cit~ or incur any deb~ on beh&lf of the City. Appointments ~o the Cabarrus County Tourism Authority will be as follows: (a) Four meml~rs will be appointed by =he Board of County Commissioners, and will include one county commissioner, as well as ~wo repres~n~a~ives residing in ~wo of ~he four remainin~ mun~c~pali=tes locally pr~ncipally in Cabarrus County, appoin=ed no a rot&~ln~ basis: Kannapolis, Harrisbur~, Mt. Pleasan~ and Midland. One of the appointments shall be associated with the hospi=ality/to.~rism industry. (b) Four meet~mrs will be appointed by the city council of Concord, and ~ill include one city councilperson. One of =he appointments ~hall be associated with ~he hospitality/tourism industry. ~ ! (c) One membe~ will be appointed Jointly by ~he Board of County Commis~ioners [ and ~he Concord City Council, based upon recommendation~ provided by the C&barrus Regional Chamber of Commerce. I~sues addressed included whether all members of ~he Au=horley should be ~lec=ed officials and ~he need for representatives from ~he hoapi2ali=y/~our%sm industry on the Au=horley.
