The Authority shall not be <br /> authorized =olmake any decision legally binding on the Cit~ or <br /> incur any deb~ on beh&lf of the City. <br /> <br /> The followzng[ proposal prepared by Cow~issioner Carruth concerning <br /> Authority appoin=me~s was distrzbu=ed. <br /> <br /> Appointments ~o the Cabarrus County Tourism Authority will be as <br /> follows: <br /> <br /> (a) Four meml~rs will be appointed by =he Board of County <br /> Commissioners, and will include one county commissioner, as well <br /> as ~wo repres~n~a~ives residing in ~wo of ~he four remainin~ <br /> mun~c~pali=tes locally pr~ncipally in Cabarrus County, appoin=ed <br /> no a rot&~ln~ basis: Kannapolis, Harrisbur~, Mt. Pleasan~ and <br /> Midland. One of the appointments shall be associated with the <br /> hospi=ality/to.~rism industry. <br /> <br /> (b) Four meet~mrs will be appointed by the city council of <br /> Concord, and ~ill include one city councilperson. Th~individual appointed shall be associated with ~he <br /> hospi~ality/=o~rtsm industry. <br /> <br /> There was discussion regardin9 ~he role of the proposed Authority and <br />i~s membership. I~sues addressed included whether all members of ~he <br />Au=horley should be ~lec=ed officials and ~he need for representatives from <br />~he hoapi2ali=y/~our%sm industry on the Au=horley. Board members described <br />=he Authority aa an ~oversigh=- commt=2ee for =he Cabarrus Arena and Events <br />Center, Convencion a~ Visitors Bureau and ~he Conven2ion Center. <br /> Commissioner P~ive=~e presented a prepared statement on =he proposed <br />convention cen=er. ~e addressed ~he following issues: (1} Unfairness ~o the <br />27 mo~els in Cabar~s County =o collec~ & ho=el/mo~el =ax =o build a <br />convention center f~r a competitor (John O.
