Freeman Vice Chairman: Richard D. Suggs Commissioners: Carolyn B. Carpenter Robert W. Carruth Coy C. Privette Also present were Mr. John D. Day, Interim County Manager; Mr. Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. Chairman Freeman called the meeting to order at 6:35 p.m. Commissioner Privette gave the invocation. (A) ApDroval of the Agenda ~ON MOTION of Vice Chairman Suggs, seconded by Commissioner Carruth and unanimously carried, the Board approved the agenda as submitted. (B) OLD BUSI~SS (B-l) Proposals to Provide Master Plan Devalo.r--,~t and ts~4 Marketiu.j Services £or County-Owned Property Mr. Day presented a brief overview of the proposals from Carpenter Commercial, Inc., and Cornerstone (An Integrated Real Estate Company) to provide master plan development and land marketing services for the former county fairgrounds property and the county school administration complex on Highway 29. Be stated the two proposals are for very similar services with the commission fee for Cornerstone and Campenter Commercial at 3.9 percent and 5 percent, respectively. Commissioner Privette made a motion, seconded by Vice Chairman Suggs, to authorize the County Manager to enter into an agreement wi~h Cornerstone, subject to review by the County Attorney, on behalf of the County for master plan development and land marketing services for the former county fairgrounds property and the county school administration complex on Highway 29. Mr. Jerry Newton and Mr. Harry Nelson, Principals with Cornerstone, responded to questions regarding their company and the requested five-year listing. Mr. Newton indicated the company would offer a shorter term for the listing period. UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette and unanimously carried, the Board amended Commissioner Privette's motion to set the term of the agreement with Cornerstone at 18 months with possible renewal. UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs and unanimously carried, authorized the County Manager to enter into an agreement with Cornerstone, subject to review by the County Attorney, on behalf of the Colinty for master plan development and land marketing services for the former county fairgrounds property and the county school administration complex on Highway 29 for a term of 18 months with possible renewal. As outlined in the proposal, the commission fee is 3.9 percent (co- brokered fee of 7.8 percent) and the fees for the ~ster plan developmant are $9,500.00 for the former fairgrounds and $7,600.00 for the school administration site (to be deducted from the commission palanent upon sale of the property). (B-R) Cabarrua County Arene and ~ven~s Center - M~dwa~ Revision- The following bads were received on June 26, 2003 for the Midway and Recreational Vehicle (RV) Area general construct/on at the Arena and Events Center. Due to an insufficient number of bads received on June 16, the Invitation to Bid was readvertised in THE INDEPENDENT TRIBUNE on June 18, 2003.
