Under custom/zed standards the maximum density is <br />4.5 units to the acre. <br /> <br />Development standards for the customized development option are: <br /> <br />· 30' front setback on 50% of lots, flexible for the remainder <br />· Flexible side yard setbacks <br />· Flexible rear yard setbacks <br />· Lot width is flexible <br />· Maximum impervious surface- 40% <br />· Maximum structural coverage- 30% <br /> <br />A minimum of 30% open space is required for this development. <br />The applicants are providing 75.914 acres or 32.7% as open space. <br /> <br />Planning staff comments regarding schools: based on the school <br />seat and subdivision inventories adequate school space is not <br />available to serve the proposed subdivision. <br /> <br />NCDOT: Turn lanes required on Harris Road and Ellenwood Road. <br />Letter attached. <br /> <br />City of Concord: can provide utilities to the site - will serve letter <br />is forthcoming. Have requested that sewer access be to the Clarke <br />Creek Interceptor due to inadequate capacity in the downstream <br />sewer line. Increase utility easement widths (complete). That in <br />order to gain utility service streets must meet City of Concord <br />design standards. Memo attached. <br /> <br />Soil and Water Conservation - Dennis Testerman: Clarke Creek <br />is in a drainage basin being studied by the North Carolina Wetlands <br />Restoration Program BMP's should bc used to ensure protection of <br />natural resources and water quality. Erosion Control Measures <br />should be followed closely. A wetlands complex owned by the <br />Land Tmst for Central North Carolina is downstream. Developer is <br />encouraged to participate/cooperate with preservation efforts to <br />ensure that these wetlands continue to function. Disturbance of <br />wetland areas and waters require permits from state and federal <br />authorities. Private wells exist on the property and require that NC <br />form GW-30 be filed with the Ground Water Section of NCDENR <br />when being abandoned. <br /> <br />Staff finds that the proposed subdivision meets all the development <br />standards of the County's Subdivision Ordinance. However the <br />subdivision does not meet the APFO requirements for school <br />facilities. <br /> <br />Staffrecommends approval of the Watermark Subdivision. It is <br />recommended that the Planning Commission grant approval of the <br />subdivision with the following conditions: <br /> <br /> <br />
