ICABARI~US COUNIYI

NORTH CAROLINA

Memo

To: Board of Commissioners
From: Richard Suggs, Commissioner; Parks & Recreation
Commission Liaison
Date: September 8, 2003
Re: Matching Grants Program

This year the Cabarrus County Annual Budget includes $50,000 for the Parks and
Recreation Matching Incentive Grant Program. In the past, this program has usually had
$100,000 available, however, this is the second consecutive year that funding was cut in
half.

The Parks and Recreation Commission received Matching Incentive Grant requests for
over $72,000. The projects are worthy and many people worked hard to raise the money
for the required match. Consequently, I propose the following:

Increase the Matching Incentive Grant funding from $50,000 to $75,000 in FY
2004.
Instruct the Parks and Recreation Commission to reconsider its Matching
Incentive Grant award recommendations based on the new $75,000 funding level
using the current project priority scoring system. Since that scoring system was in
place at the time the grant requests were made, it should be used in making the
awards.
Instruct the Parks and Recreation Commission to review the project priority
scoring system for the Matching Incentive Grant Program and submit
recommended changes to the Board of Commissioners for its consideration.

Please contact me if you have any questions or concerns about my proposal.

Board of County Commissioners
P.O.
