Step 2 Analysis to Determine Disproportionate Housing Need <br /> <br />Total Households, Types and Size. The 2000 U.S. Census indicates that there were <br />52,848 housing units in Cabarms County at the time of the survey. A portion of these <br />units, 6.3% (3,329) were vacant. Homeowners occupied 36,998 or 74.7 % of the units, <br />while renters occupied 12,521 of the units at 25.3%. The owner-occupied vacancy rate <br />was 1.8% while the renter-occupied vacancy rate was 8.2%. <br /> <br />The 2000 statistics for detailed housing information such as overcrowding are as follows: <br />the ovemrowding rate was 3% with 1514 units being overcrowded. Overcrowded is <br />defined as more than one person per room. This was up from 2.6% in 1990. Rental <br />housing units had a slightly higher overcrowding rate than owner occupied units, 1.8% <br />and 1% respectively. The overcrowding rate was a little lower than the state average <br />which was 3.4% in 2000. <br /> <br />Low Income Minority Households. Black and Hispanic households comprise a large <br />portion of the minority households in Cabarrus County 12.2% (15,961) and 5.1% (6,620) <br />respectively (US Census 2000). According to the 2000 U.S. Census, Township 4 of <br />Kannapolis and Township 12 of Concord were the townships that contained the highest <br />concentrations of minorities in Cabarms County. These areas correlate to the Census <br />Tracts 418 and 421. Map 1, on page 8, illustrates the Minority Concentrations in <br />Cabarms County according to the 2000 Census. <br /> <br />Household Income. According to the 2000 U.S. Census, the 1999 Median Family <br />Income in Cabarrus County was $46,140. In 2000, 54.5% of the households in Cabarrus <br />County were more than 80% of median income; conversely 45.5% of households in <br />Cabarms County in 2000 were below 80% of the median income. The per capita <br />income was $21,121 in 2000. Map 2, on page 9, illustrates the income concentrations of <br />Cabarms County. <br /> <br />Elderly Population. In 2000, there were 15,164 elderly (65 years+) persons. This <br />equates to 11.6% of the population of Cabarrus County. Of the 15,164 elderly, 3,950 <br />were living alone (US Census 2000). In the 1990 Census, there were 17,107 elderly <br />persons in Cabarrus County (65+). Map 3, on page 10, illustrates the concentrations of <br />elderly individuals. The concentrations according to 2000 Census data were located in <br />the #4 and #12 Townships or Census Tracts 418 and 421. These tracts are located in the <br />Cities of Kannapolis and Concord, respectively. <br /> <br />Condition of the Housing Units. Of the 52,848 housing units identified by the 2000 <br />U.S. Census, 5,061 were substandard (I0 %). In 2000, 17.7% of the housing units were <br />built prior to 1939. The 2000 U.S. Census indicates that 208 or .3% of the occupied <br />housing units lacked complete plumbing for the occupants. Public and private water and <br />sewer services were provided to 69.9% and 57.6% respectively in 1990. Cabarrus <br />County has a large amount of mill homes that were constructed by Cannon Mills for their <br />employees.
