What mechanism exists for citizens to file complaints alleging illegal <br /> discrimination in programs or services funded by your jurisdiction? Cabarrus <br /> County has had a system for complaints for several years. We participate in a HOME <br /> Consortium as well as the Cabarrus County/Harrisburg/Mount Pleasant/Midland <br /> CDBG Scattered Site Housing Rehabilitation programs. Fair housing complaint <br /> procedures direct any individual wishing to report an incident to submit, in writing, <br /> the complaint to the County's Community Development Manager. The County <br /> Community Development Manager's address is published in the complaint <br /> procedures. If the Manager cannot resolve the complaint, the complaint is referred to <br /> the NC Human Relations Commission, which has been charged with investigating <br /> Fair Housing Complaints within North Carolina. Every effort is made to resolve any <br /> complaints at the County level. The County Community Development Manager has <br /> received no housing discrimination complaints. <br /> <br />Do you have an Affirmative Marking Plan? No written plan exists to affirmatively <br />market housing. Cabarrus County has administered CDBG Concentrated Needs <br />Program in areas of low-income, minority concentration to improve the quality and <br />value of the neighborhoods. Additionally, Cabarms County administers a number of <br />housing rehabilitation programs that allow staffto address a number of needs. The <br />ability ofstaffto meet so many needs also reduces the fair housing complaints. <br /> <br />The number of discrimination complaints filed against your jurisdiction within <br />the past two years and the results of any investigations. None filed. With CDBG <br />grant activities, many of the applicants have been selected prior to the application to <br />the state. We feel this has contributed to the lack of complaints concerning fair <br />housing practices. <br /> <br />The number of discrimination complaints filed with North Carolina Human <br />Relations Commission or HUD originating in your Jurisdiction and the results of <br />this investigation. There have been two cases since 1997. Both of the cases were <br />investigated by NC Human Relations Commission. The Commission worked out one <br />case through conciliation. The plaintiffwas awarded $1,000. The second case was <br />dismissed for no cause. <br /> <br />6.
