Step 4. Education and Outreach Efforts <br /> <br />Identify all resources available for the promotion of fair housing and equal <br />opportunity. Cabarms County has used the following media to advertise the <br />programs: The Independent Tribune newspaper (daily circulation), Time Warner <br />vision cable access channel, the Cabarms County Website, WPEG radio (located in <br />Cabarrus County), and Fair Housing materials obtained from the NC Human <br />Relations Commission posted in government offices, financial institutions, schools <br />and local libraries located in Concord, Mount Pleasant, and Harrisburg. <br /> <br />How are citizens' made aware of these activities? Fair housing posters and <br />pamphlets are posted in government offices, libraries, schools, and financial <br />institutions. Fair Housing programs are advertised on a local radio station (WEGO), <br />local cable access, Cabarms County Website, and in the local newspapers <br />(Independent Tribune and Cabarms Neighbors section of the Charlotte Observer). <br /> <br />List all such activities during the past two years. What were the results of these <br />activities? Four public notices have been run in the Independent Tribune for the <br />CDBG Scattered Site Housing Rehabilitation program as well as for the HOME <br />program. These advertisements described the rights of protected persons from <br />discrimination in Fair Housing issues. Pamphlets and posters pertaining to Fair <br />Housing are posted at the County Planning Office and in the libraries located in <br />Concord, Mount Pleasant, and Harrisburg. Pamphlets have also been placed in <br />financial institutions in the downtown areas, one of the Census tracts with the largest <br />amount of minorities in the County. Additionally, the Cabarrus County Community <br />Development Corporation addresses Fair Housing in their homeownership programs. <br />Radio advertisements were mn on WEGO radio and cable advertisements were mn <br />on local cable access. Additionally, Cabarrus County has a website that has a <br />permanent Fair Housing page. There has been no discemable result to these <br />activities. <br /> <br />Step 5. Examination of Public Policy and Programs <br /> <br />Do current site selection policies have a disproportionate impact based upon a <br />protected basis? If so, is there a nondiscriminatory reason for this policy and is <br />there an alternative that would have a less discriminatory impact? Site selection <br />policies do not have a disproportionate impact based upon protected class status. <br />Homes are selected based on windshield surveys, applications, and recommendations <br />from other agencies such as DSS or Department of Aging. All applicants are <br />considered without reference to race, color, creed, nationality, etc. <br /> <br />Are county services equitably distributed throughout the community? Every <br />effort is made to provide all county services on an equitable basis to all citizens <br />throughout the County. We feel that the distribution is equitable. Most of the needs <br />are met through a variety of housing services available in the County as well as in the <br />Cities. <br /> <br />Cabarrtts Coun?
