WHEREAS, Cabarrus County, North Carolina has determined that providing safe, <br />affordable and standard housing will benefit the work force productivity and area <br />economic development; and <br /> <br />WHEREAS, the North Carolina Housing Finance Agency has an Urgent Repair Program <br />grant available to repair emergency needs of special needs individuals and <br />families; <br /> <br />NOW, THEREFORE, be it resolved by the Cabarrus County Board of Commissioners <br />that: <br /> <br />1. The Cabarrus County Board of Commissioners authorizes staff to make <br /> application to the North Carolina Housing Finance Agency for an Urgent Repair <br /> Program grant to support identified housing goals in Cabarrus County; and <br />2. Bonds <br /> <br />Frankie Bonds, County Clerk <br /> <br />(B-14) Plans and Programs for the 2004 Co=m~tnit~ Developenent Block Grant (CDBG) <br />Scattered Site Housing Rehabilitation Pro,ram <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth and <br />unanimously carried, the Board adopted the following Plans and Programs related <br />to the Community Development Block Grant Scattered Site Housing Rehabilitation <br />Program for 2004-2006 as submitted by MS. Kelly Sifford, Community Development <br />Manager, and authorized the Chairman to execute the documents on behalf of <br />Cabarrus County: Citizen's Participation Plan; Residential Anti-displacement and <br />Relocation Assistance Plan; Procurement Policy CDBG Grant Pro]ect; Fair Housing <br />Resolution; Equal Employment and Procurement Plan; Local Economic Benefit for <br />Low- and Very Low-Income Persons Plan 2004 CDBG Program; and Community <br />Development Code of Conduct. Further, the Board adopted the Analysis of <br />Impediments to Fair Housing, Fair Housing in Cabarrus County Program, including <br />the Recipient's Plan to Further Fair Housing and the Section 504 Compliance Self- <br />Evaluation Survey as submitted by Ms. Slfford and included in the Agenda and <br />authorized execution of the documents by the Chairman. <br /> <br /> CITIZEN PARTICIPATION PLAN CABARRUS COUNTY <br /> <br />This plan describes how Cabarrus County will involve citizens in the planning, <br />implementation and assessment of the Community Development Block Grant (CDBG) <br />Program. The CDBG Program provides funds to local governments on a competitive <br />basis. The funds must be used for projects which benefit low-and-moderate-income <br />persons and aids in the provision of employment opportunities. The program is <br />intended to assist governments in undertaking economic development programs. The <br />regulations give ultimate responsibility for the design and implementation of the <br />program to local elected officials and also requires that citizens be given an <br />opportunity to serve in key advisory roles to these elected officials. <br /> <br /> ADVISORY COMMITTEE <br />To insure that local residents are given a full opportunity to participate in the <br />program, a CDBG Scattered Site Housing Rehabilitation Committee will be <br />established to function in an advisory capacity to the governing board regarding <br />program design, implementation and assessment. This five (5) member committee <br />comprised of elected or appointed representatives from each jurisdiction. Members <br />will be appointed by the Cabarrus County Board of Commissioners. Of particular <br />interest is obtaining representation of low-and moderate-income persons, members <br />of minority groups, the elderly and handicapped. <br /> <br /> SCOPE OF CITIZEN PARTICIPATION <br />Citizens will be involved in all stages of the CDBG program, including <br />application, program implementation, amendments, closeout, assessment of <br />performance and design of changes in the Plan. There will be three (3) general <br />mechanisms for their involvement: (1) the Advisory Committee; (2) public hearings <br />and ad hoc community meetings; and (3) individual citizen efforts in the form of <br />comments, complaints or inquiries submitted directly to the Program Administrator <br />or the consultant who is administering the program. <br /> <br /> <br />
