Bonds, Clerk to the Board <br /> <br /> (E-10) Position Classification Correction (County Soclal Services Deputy <br /> Director) <br /> <br /> At the February 17, 2003 meeting, the Board approved position <br /> reclassifications that included a County Social Services Deputy Director, Grade <br /> 77. In preparing the annual salary plan submission for State approval, it was <br /> discovered that the correct grade should be 78 to allow for the required <br /> differential between positions. This correction requires no additional County <br /> expense. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth and <br /> unanimously carried, the Board approved the request that the position of County <br /> Social Services Deputy Director, Grade 77, be corrected to Grade 78. <br /> <br /> (E-11) Increase Fundin~ for Parks and RacreationMatchin~ Inc~ve Grant Progr~ <br /> <br /> The Parks and Recreation Matching Incentive Grant Program provides seed <br />money for civic and community groups to construct, improve or acquire <br />recreational and park facilities in the county. County funding for this program <br />is usually $100,000.00 per year. This is the second consecutive year, however, <br />that County funding has been reduced by 50 percent. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth and <br />unanimously carried, the Board approved the following action: (1) Increase the <br />Matching Incentive Grant funding from $50,000.00 to $75,000.00 in FY 2004 and <br />adopt the following budget amendment; {2) Instruct the Parks and Recreation <br />Commission to reconsider its award recommendations based on the new $75,000.00 <br />funding level using the current project priority scoring system; and (3) Instruct <br />the Parks and Recreation Cormnission to review the project priority scoring system <br />and submit recommended changes to the Board of Commissioners. <br /> <br /> BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF Parks and Recreation <br />AMOUNT: $25,000.00 <br />TYPE OF ADJUSTMENT: Transfer Between Departments/Funds <br />PURPOSE OF REQUEST: To increase Incentive Grant Funds as proposed by Richard <br />Suggs, CCBOC Liaison to Cabarrus County Parks and Recreation Commission. <br /> <br /> Present <br /> Account No. Approved Budget Increase Decrease Revised Budget <br /> 00198110 9831 0154 $50,000.00 $25,000.00 $75,000.00 <br /> Matching Grants UF <br /> 00191910 9660 $200,000.00 $25,000.00 $175,000.00 <br /> Commissioners Contingency <br /> <br />(E-12) Urgent Repair Program Assistance Policy <br /> <br /> The Assistance Policy for the Urgent Repair Program is required for the <br />grant and describes who is eliglble for the program, in what order they will be <br />addressed, and complaint or dispute procedures. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth and <br />unanimously carried, the Board adopted the Urgent Repair Program Assistance <br />Policy as submitted by Ms. Kelly Sifford, Community Development Manager, and <br />included in the Agenda. Further, the Board authorized the Chairman to execute the <br />Policy on behalf of Cabarrus County. <br /> <br />(E-13) Urgent Repair Program Grant Match Resolution <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br /> Resolution NO. 2003-27 <br /> <br /> RESOLUTION BY THE CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> TO APPROVE $15,000 IN LOCAL MATCH FOR THE URGENT REPAIR PROGRAM <br /> <br />WHEREAS, Cabarrus County, North Carolina has determined that the health and <br />welfare of their jurisdiction may benefit from increasing the availability of <br />safe, affordable and standard housing; and <br /> <br /> <br />
