ENGAGEMENT IN PROCUREMENT No employee, officer, or agent of the County shall participate in the selection or award of a contract supported by federal funds if a conflict of interest, real or apparent would be involved. Such a conflict would arise when: a) The employee, officer, or agent; b) Any member of his/her immediate family; c) His or her partner; or d) An organization which employs or is about to employ, any of the above, has a financial or other interest in the firm selected for award. The grantee's officers, employees, or agents shall neither solicit nor accept gratuities, favors or anything of monetary value from contractors, potential contractors or parties to subagreements. CONFLICT OF INTEREST No employee or agent shall influence or attempt to influence the outcome of any case or matter in which he has a direct interest either personally or in the person of 9ny relative by blood or marriage. Employees or agents so involved shall abstain from dealing with such matters; they may provide information at the request of the County, but shall not attempt to influence the decision of the County. Bonds Clerk to Board (E-15) Selection of 2004 CDBG Scattered Site Housin~ Rehabilitation Grant Adm~nistrator (Stark Associates) Cabarrus County received proposals from the following companies for an administrator to carry out the 2004 Community Development Block Grant (CDBG) Scattered Site Housing Program: Stark Associates ($40,000.00 plus $3,500.00 for planning costs for the application); Benchmark, LLC ($45,000.00); Carolina Construction and Consulting ($58,000.00 project fee plus $3,500.00 planning fee); Centralina Council of Governments ($58,000.00 project fee plus $3,500.00 planning fee); and G. M. Wilson & Associates ($49,800.00). Staff recommended the selection of Stark Associates, the low bidder, to administer the program. UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth and unanimously carried, the Board selected Stark Associates, the low bidder, for the administration of the 2004 Community Development Block Grant Scattered Site Housing Rehabilitation grant contingent upon being funded and State approval of the contract with Stark Associates. (E-16) 2004 HOME Program - Contract, Grant Project Ordinance and Budget Amendment The HOME Program is the housing rehabilitation program that Cabarrus County participates in with the Cabarrus/Iredell/Rowan Housing Consortium. The City of Concord is the lead agency in the Consortium. UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth and unanimously carried, the Board approved the 2004 HOME Program contract (Agreement for the Execution of a HOME Investment Partnerships Program) between Cabarrus County and the City of Concord as ~ncluded in the Agenda and authorized the Chairman to execute the contract on behalf of Cabarrus County. Further, the Board adopted the following Grant Project Ordinance and budget amendment. Ordinance NO 2003-12 GRANT PROJECT ORDINANCE 2003-2004 HOME PROGRAM BE IT ORDAINED by the CABARRUS COUNTY BOARD OF COUNTY COMMISSIONERS, that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following project ordinance is hereby adopted: Section 1. The project authorized is the Community Development project described in the work statement contained in the grant agreement between this unit and the City of Concord. The project is more familiarly known as the 2003-2004 Cabarrus/Iredell/Rowan HOME Program.
