-2-

On Wednesday, September 24, 2003 at 2:00 p.m., a bid opening was held for this
project. A summary of the results follows:

Company

Base Bid (1st Story)

Alternate (2nd Story)

1. Deconti, Odden & Griffin $164,582 $22,986
2. CM Black $170,419 $27,400
3. TK Brown $205,764 $56,618

With only $149,950 in Cabarrus County funds available for the base bid, Cabarrus
County requested the architect project supervisor, Barbara Walker, to instruct overall
Iow bidder Deconti, Odden & Griffin to provide value engineering estimates for this
project. To avoid changes and deletions in the building project, Harrisburg Youth
Association officially approved to provide funds in the amount of $37,618 ($14,632 base
bid and $22,986 alternate bid). Attached is the recommended construction funding
agreement proposed between Harrisburg Youth Association and Cabarrus County.

Harrisburg Youth Association is the largest volunteer youth athletic program in Cabarrus
County. Currently, the Harrisburg youth participants must utilize temporary restrooms
(porta ions) and concession facilities (soft drink wagon) for practices and games. As an
active partner in this project Harrisburg Youth Association purchased additional acreage
of adjoining land which allowed for the four-field athletic complex to be constructed on
the site. With the additional $37,618 donated by the association, Cabarrus County will
be able to construct a two-story multipurpose building at the complex.

Cabarrus County Parks and Recreation Department formally requests the Cabarrus
County Board of Commissioners to authorize the Cabarrus County Manager to execute
two contracts: (1) construction contract with overall Iow bidder Deconti, Odden, & Griffin
for $187,568 and (2) construction funding agreement with Harrisburg Youth Association
to accept their donation in the amount of $37,618 for the general construction of the
multipurpose building at Harrisburg School/Park.

If you have any questions or comments, please feel free to contact me. Thank you for
your consideration and review concerning this matter.
