ICASARRUS COUN I
NOR[It CAROLINA

October 3, 2003

To:

John Day, Cabarrus County Manager
Cabarrus County Board of Commissioners

From:

Steve L. Little, Director
Cabarrus County Parks and Recreation Department

Subject: Contracts for Harrisburg School/Park Multipurpose Building

In 1999-2001', the Cabarrus County Board of Commissioners approved funds to
construct a four-field (baseball/softball) athletic complex which included lights, fencing,
bleachers, irrigation and turf improvements. The last item needed to complete this
project is a multipurpose building with restroom/concession and storage facilities. The
new athletic complex was designed to replace the old Harrisburg Elementary School
Park site on Highway 49.

During the fiscal year 2002-2003, Cabarrus County designed/bid out a two-story
multipurpose building for this site; however, at the regular meeting of the Cabarrus
County Board of Commissioners on October 21,2002, it was decided that funds for this
project would be removed from the budget as a result of funds being withheld from
counties by the State of North Carolina.

Pursuant to our current budget constraints in fiscal year 2003-2004, Cabarrus County
planned to design/bid a single story building; however, upon request from the
Harrisburg Youth Association, drawings have been revised to include a second story as
an "alternate". The Harrisburg Youth League has agreed to cover the cost of the
second story up to $60,000.

Parks and Recreation Department
PO Box 707 · Concord, NC28026-0707 · 704-920-3350
