The State provides <br />either two or three workdays dependi~g on which day of the week that <br />Christmas Day falls. He stated a number of employees have questioned the <br />possibility for the County to follow the State Christmas holiday schedule. <br /> <br /> Mr. Jim Cook, Social Services Director, stated Social Services <br />employees had suggested the additional day off since all merit increases had <br />been suspended for this fiscal year. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board amended the Cabarrus County <br />Personnel Ordinance effective November 1, 2003 for the County to follow the <br />State schedule for Christmas holidays. The amendment to the Ordinance is as <br />follows: <br /> <br /> Article VI. Leaves of Absence <br /> Section 1. Holidays <br /> <br /> Christmas - T~: ~:r.:-a":' ~ ~ Two or three workdays <br /> <br /> ~=n-a"~= The County will obse e the State Christmas <br /> Schedule. <br /> <br />Social Services <br /> <br /> Mr. Day briefly reviewed the proposal to establish a second staff <br />Attorney position at the Department of .Social Services (DSS). Currently the <br />DSS staff attorney handles Children's Services, including adoptions, foster <br />care and protective services. The second staff attorney would provide child <br />welfare legal semvices currently on contract. <br /> <br /> The Board by consensus deferred consideration of the second DSS staff <br />attorney position with additional information to be forwarded to the Board. <br /> <br />Closed Session <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board moved to go into Closed Session <br />to discuss personnel matters and to. consult with the County Attorney <br />regarding pendin~ or threatened litigaCion as authorized by the NOGS 143- <br />318.11(a)(6)(3). <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by CommLasioner Carruth <br />and unanimously carried, the Board moved to come out of che Closed Session. <br /> <br /> No action was reported from the ClOsed Session. <br /> <br /> UPON MOTION of Commissioner Carru=h, seconded by Commissioner Privette <br />and unanimously carried, the Board movedl to go into Closed Session to discuss <br />matters relatin~ to the location or. expansion of industries or other <br />businesses in Ca~arrus County as authorized by NCGS 143-318.11(a) (4). <br /> <br /> UPON MOTION of Commissioner Prays=Ce, seconded by Commissioner Carruth <br />and unanimously carried, the Board moved:to come out of the Closed Session. <br /> <br /> No action was reported from the Closed Session. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman <br />Freeman adjourned the meeting at 11:25 <br /> <br />Clerk to the Board <br /> <br /> <br />
