Memo

To:

From:

CC:

Dat~.

Re:

Board of Commissioners

Jonathan B. Marshall, Commerce Director
Mayor Bunk Whitley - Town of Midland, John Day - County Manager
12/12/03
Sewer Easement for Bethel Elementary School

We convened a meeting to discuss the proposed sanitary sewer service for the new Bethel Elementary
School. Representatives of Midland (Mayor Whitley and Allen Bumett), Cabarrus County Schools (Liz
Poole, Don Clickner, Joe Sides), the City of Concord (Jim Greene, Paul Campbell, and Mark Fowler),
the Water and Sewer Authority of Cabarrus County (Van Rowell) and Cabarrus County (Mike Downs)
met with me to discuss the engineering for the sewer service. In particular we were attempting to
answer to each party's satisfaction that the system was designed to meet future needs in the area. The
second question related to that was whether the system could be altered to meet future needs.
The City of Concord designed the pump station and force main that will serve the elementary school.
This design was performed without cost to the County and County School System and it includes
putting the project out to bid and oversight of construction. In addition; Concord will maintain the pump
station and force main.
The design of the pump station and wet wells (for storage) was done with consideration of future needs
rbculad the ossible re-use of the existing Bethel School for a community center. Additional storage
pa ' Y P ............. '- ....... ch service is add~:~d in the basin, but the pump
may be necessary in we future oepenu,~y u,, ,~uw ,,,.,
station and force main should be sufficient for both the school and community center. The volume of
the projected flow into the pump station in the near future is not enough to warrant upsizing the pump
station and force main at this time. In fact, those upgrades could cause operational problems until the
flows increase.
This information seemed to address the concerns that the Town of Midland had about the construction.
I recommend that the easements for the sanitary sewer service be approved so that construction can
remain on schedule.

· Page 1
