General Assembly reduced funding to the Home and Community Care Block
Grant by one million dollars statewide. As North Carolina builds for the future,
service infrastructure, access and adequate availability are key issues for older
adults. There is a need for more funding for local services and the following
impact the increased need:
· The increase in the number of older adults in our county
· The reorganization of the Mental Health system which is bringing people
back to the local community
· The Olmstead Plan which is a Supreme Court decision stating that
services for disabled should be available in the community rather than
institutionalization
· The Coming of Age of the Baby Boomer generation
· Family Caregiver Support Program. Region F has experienced much success
with the implementation of the Family Caregiver Program in our region. Each
county has a caregiver specialist and we have been able to identify funds for both
respite and special services for caregivers. We continue to look for additional
funding to enable us to expand this program.

We thank you for your support and attention to the concerns and needs of older persons
in our county.
