Memo

To:

From:

Date:
Re:

Board of Commissioners

Jonathan B. Marshall, Commerce Director

John Day, County Manager

12/08/03

Remodeling of the former school administration offices

Rowan-Cabarrus Community College (RCCC) has experienced a large increase in students enrolled in their
building trade training courses. Many of the enrollees are former Pillowtex workers refraining for new careers.
The increase in enrollment has forced RCCC to look for additional space to hold these courses.

RCCC has looked to lease vacant space to meet their needs, but at the same time the County has been
studying the future use of the former school adminislmtion building for community college needs. Martin Boal
Anthony & Johnson (MBA J) have been studying a complete remodeling of the facility end in light of the
identified need we have asked them to concentrate on the portion of the building formerly used by the
maintenance division,

The proposal before the Board is to perform a fast track remodeling of a portion of the maintenance
building. The remodeling would include the workshop area, the warehouse, one cluster of bathrooms
and the creation of one classroom out of a group of offices. To expedite the process County
construction standards staff met on-site with the architect, engineers, City Fire and Life Safety staff,
contractor representatives, and RCCC staff to determine the scope of the remodeling. Bill Ashlin with
MBAJ is preparing a schematic of the proposed remodeling for your consideration. That schematic
along with basic cost estimates for the construction will be presented at your meeting on the December
1§th.

The building trade classes are scheduled to begin in mid-January and the goal for this construction
project, if approved, is for those classes to move into the remodeled space in mid February. As such,
this project is on an accelerated time schedule which is why it is being presented to you with this limited
detail. Please let me know, however, if you have any questions about this subject.

· Page 1
