Murphy ~,~ <br />December 1, 2003 <br /> <br />Subject: Consumer-Directed Services Proposal and Budget Amendment <br /> <br /> The C~barrus County Department of Aging has partnered with the Cabarms County Department <br /> of Social Services to develop one of four Consumer-Directed Services pilot projects in North <br /> Carolina. These pilot projects are being funded through a grant fi-om the North Carolina <br /> Department of Health and Human Services. Our local project will demonstrate a new service <br /> delivery system that basically attaches the funding to the client instead of the agencies that are <br /> providing the services. We will utilize a voucher system that will allow the clients to pay for <br /> services received without actually issuing cash to them. Consumer-Directed Services gives the <br /> clients more of an opportunity to help develop their individual plan of care, as well as the <br /> responsibility of managing their own service plan. Consumer-Direction will not replace the <br /> traditional service deliv~ery system. Most of the clients are not able to, or are not interested in <br /> managing their own services. However, for those that are able and willing, Consumer-Directed <br /> Services has proven to not only be more inclusive regarding our clients, they have been <br /> extremely successful stretching the money and purchasing more services with the same amount <br /> of resources as compared to traditional services. In other Consumer-Directed Services programs, <br /> this new approach to serving clients has proven to be extremely efficient. Our proposal has been approved by the Cabarrus Aging Network, the Cabarrus County <br />Home and Community Care Block Grant Committee and our Advisory Board. The North <br />Carolina Department of Health and Human Services has approved our plan and has already <br />initiated funding for our grant with the Department of Social Services.
