approval once we process an official request for waiver regarding our Home and Community
Care Block Grant funds. To proceed with this waiver process, we need the support of the
Cabarms County Board of Commissioners.

The proposal that we are submitting to you for consideration today is a request to transfer 25% of
our Home and Community Block Grant Adult Day Care, Adult Day Health and In-Home
Services funding to a new Consumer-Directed Services line item. This new "pool" of funds will
be used to administer the new Consumer-Directed Services program within the Cabarrus County
Department of Aging. Adult Day Care, Adult Day Health and In-Home Services will still be
allowable expenses for our clients. However, by creating this separate line item, we will be
better able to track the Consumer-Directed Services program better. The development of such a
line item is actually a requirement fi-om the North Carolina Division of Aging and the state
reports will be set up this way for us to submit our requests for reimbursement. There are no
supplemental funds included in the request. We are asking to use our existing budget to create
this innovative service delivery system.

Thank you for your time and consideration. Your continued support for the Cabarrus County
Department of Aging and the older residents of our community is sincerely appreciated.
