Bonds, Clerk to the Board <br /> <br /> 2001 County Employee Compensation Study <br /> <br /> Mr. Don Cuaunings, Human Resources Director, presented a brief overview <br /> of the 2001 Salary Compensation Study prepared by The Scott Group in <br /> accordance with a County policy instituted in 1994. The compensation and <br /> classification of County jobs are reviewed every two years to stabilize <br /> salaries paid County employees, enhance recruiting and retain quality <br /> employees. The 2001 study resulted in recommendations to upgrade 36 positions <br /> and downgrade two positions. If the changes are instituted in January 2002, <br /> this fiscal year expense will be $197,378.00 and is included in the current <br /> budget. The County Manager position was not included in the proposals for <br /> increase. However, if the proposed changes are approved, the differential <br /> between' the County Manager position and the Deputy County Manager position <br /> will be reduced to two grades rather than the recommended minimum of five <br /> grades. Options to address the County Manager position were as follows~ {1) <br /> Remove the County Manager position from the pay plan; (2) Expand the pay plan <br /> to allow additional grades to maintain a minimum differential; (3) Change the <br /> position to Grade 89; or (4) Leave the position at Grade 87. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br /> and unanimously carried, the Board removed the County Manager position from- <br /> the County's pay plan. The Board will make adjustments to the Manager's <br /> salary based on performance reviews. <br /> <br /> There was brief discussion concerning the 1994 policy and the need to <br /> keep employees the County has trained, particularly in the areas of Social <br /> Services and law enforcement. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board adopted the recommendations from the 2001 <br />Cabarrus County Compensation Study as presented. The Classes and Grades as <br />approved were as follows: Clerk - 54; Senior Center Supervisor - 54; Park <br />Ranger - 60; Facility Services Crew Chief - 61; Social Worker I - 64; Deputy <br />Sheriff - 65; Budget Analyst - 65; Child Support Agent I - 65; Social Worker <br />II - 67; Child Support Agent II - 67; Social Work Supervisor I - 67; Lead <br />Child Support Agent - 68; Aging Services Program Manager - 67 (Downgrade); <br />Child Support Supervisor I - 69; Recreation Program Supervisor - 67 <br />(Downgrade); Social Worker III ~ 69; Grounds Maintenance Supervisor - 69; <br />Social Work Supervisor II - 70'; Child Support Supervisor II - 70; Child <br />Support Supervisor III - 71; Social Work Supervisor III - 73; Revaluation <br />Supervisor - 75; Social Work Program Manager - 74; Business Personal Property <br />Manager - 73; Register of Deeds - 75; Aging Services Director - 75: Social <br /> Work Program Administrator I 75; Library Director 79; Development <br /> Services Director - 79; IT Assistant Director - 79; General Manager, Expo <br /> Center - 80; Human Resources Director - 80; Planning Services Director - 80; <br /> Tax Administrator - 80; Sheriff - 82; County Social Services Director - 83; <br /> Deputy County Manager - Administration - 85; and Deputy County Manager <br /> Operations - 85. Also, the Secretary position (60) at .Parks and Recreation <br /> was changed to Office Assistant (58). <br /> <br />Resolution Commending Congressman Hayes <br /> <br /> Commissioner Fennel presented a proposed Resolution commehding <br />Congressman Robin Hayes for his efforts to assist the textile industry in <br />North Carolina and Cabarrus County, specifically Pillowtex and its employees. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br /> Resolution No. 2001 - 40 <br /> RESOLUTION COMMENDING <br /> CONGRESSMAN ROBIN HAYES <br /> <br /> WHEREAS, Congressman Robin Hayes has effectively represented the <br />interests of the eighth congressional district of North Carolina for a number <br />of years; and <br /> WHEREAS, Congressman Hayes has voted against legislation that would <br />adversely impact businesses operations in Cabarrus County; and <br /> <br /> <br />
