The TAC shall include one member from each of the following: Rowan County Board of Commissioners Cabarrus County Board of Commissioners ' China Grove Board of Aldermen Landis Board of Aldermen Kannapolis City Council Concord City Council Harrksburg Town Council Member of the North Carolina Board of Transportation Division 10 Member of the North Carolina Board of Transportation Division 9 Representatives from each of the following bodies will serve as non-voting members of the TAC: Federal Highway Administration Other local, state or Federal agencies impacting transportation in the planning area at the invitation of the TAC. Section 2 - Terms Members of the TAC shall be designated by the goVerning.boards they.represent. Members shall remain in office until 1) their designation has been rescinded by their respective governing board; 2) their governing board has designated a duly qualified replacement member; 3) their membership in the respective governing board has ceased. Membership on the TAC shall not be effective until the respective mayor or Chairman has sent written notification of the appointment to the secretary of the TAC along with the member's current contact information. Section 3 - Alternates Each board shall appoint an alternate for its representative provided each,alternate also meets the same qualifications of membership. That alternate member may serve as a full voting member during any meeting where that board's representative is not in attendance. Proxy and absentee voting are not permitted. ARTICLE V: Officers Section 1 - Defined The officers of the TAC shall consist of a Chairman and a Vice-Chairman. They will be elected by the majOrity vote of the ~ligible voting members of the TAC. The Planning Director of the Lead Planning Agency (LPA), or their appointee, shall serve as secretary to the TAC.
