There is a high likelihood that those revenues will not <br />come to the county at all. It is also likely, that given the fiscal condition of state government in <br />North Carolina, we can not count on approximately $2.8 million of revenues that pass through the <br />state to the county for next fiscal year (03). <br /> <br />It is highly unreasonable to expect the county commission to consider subsidizing state <br />government by raising local property taxes to offset this loss in revenue. Add in rather fiat retail <br />sales tax revenues and we should all understand that we must do more with less. <br /> <br />Effective immediately, every capital project within the current fiscal year. (02) that is not already <br />committed by an approved contract is to be held unless I authorize it to move forward. Each <br />department head is to review current capital expenditures not yet completed and analyze where <br />delaying those expendituresis practical. My authorization of any capital item purchase in excess <br />of $2500 is required except in a documentable emergency where the delay in a purchase impacts <br />public safety or welfare (sheriff, ems emergency items). <br /> <br />Prior to advertising or filling any existing vacant position (full time and part time) or extending a <br />contract to an employment service company for temporary help, each department will get my <br />personal authorization. There are to be NO exceptions. <br /> <br />In those positions, where the State reimburses the county the state's share of personnel costs in <br />arrears for manpower costs, vacant positions are not to be refilled UNTIL the state assures the <br />county of its intent to pay its portion of those costs. <br /> <br />FY 03 will be a year where several projects not yet begun will be delayed until funding resources <br />are certified as available. <br /> <br />While Cabarrus County has done rather well dudng the current economic recessior~, State <br />government has not. State government's fiscal cdsis is now a problem that we must address in a <br />responsible manner. Your commitment, assistance and good stewardship during the remainder <br />of this fiscal year and FY03 will be essential to maintaining public services at expected levels. <br /> <br />* Contact Cathie Straub with your input on capital expenditures to be deferred to future budget <br />years; the status, of each capital project in this fiscal year (02); and, any other input where <br />budgeted expenditures may be reduced or curtailed for this fiscal pedod without significantly <br />impacting public services negatively. <br /> <br />* Human Resources will assist with staffing review issues as required. <br /> <br />Thank you in advance for your commitment and assistance. <br /> <br />Frank W.'Clifton, Jr. <br />County Manger <br /> <br />T:--I <br /> <br /> <br />
