POST OFFICE BOX ] ]99 I-I KANNAPOLIS, NORTH CAROLINA 28082-] 199

February 25, 2002

Dr. Jo Anne Byerly
Superintendent
Kannapolis City Schools
100 Denver Street
KannaPolis NC 28083

Dear Dr. Byerly:

Your office has requested information regarding future residential growth issues within
the Kannapolis City School District. As you know, in my capacity, as Planning Director
for the City of Kannapolis, I served on the school system's Facilities Task Force and
assisted in the rather extensive analysis of current growth trends and future projections.
Also assisting in this effort were representatives from the Cabarrus County and Rowan
County planning departments. The trends and projections were based on approved
residential developments within the district and an agreed upon method of projecting
future student enrollments resUlting from these new developments.

Perhaps to the surprise of many involved in the process, it was revealed that the
Kannapolis City School System was about to face a significant influx of new students due
to an unusually, large number of approved residential developments within the School
District boundaries.

Since the time of the Task Force's work, changes to the numbers haVe occurred.
However, these changes have been minor and the overall net effect of new growth is very
similar to what it was when the Task Force completed its work. The Task Force Report
projected 1,168 new students from 2000 to 2005. This figure included all factors related
to growth, including the cumulative effect of normal pass through students (promotion).

When separated out to reflect only new students directly related to new residential
development, the Task Force Report projected 229 middle school students, 229 high
school students and 446 new elementary school students through 2005. A large
majority of the elementary school growth will be in the Forest Park Elementary School
attendance zone directly related to the large development around Lake Concord.

The following table represents an updated review of approved residential development
currently under construction or in the process, of preparing t° begin construction. It
should be noted that these new numbers are very similar to the ones included in the Task
Force Report. ~___.,-

246 OAK AVENUE I'1 KANNAPOLIS, NORTH CAROLINA 28081 · [] TELEPHONE (704) 938-5133
FAX (704) 938-5919 r3 cltyofkannapoll$Ocl,kannapoll$,nc,u$
