Ball, Director <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br /> Directors of County Departments of Social Services <br /> Directors of Other Local Purchasing Agencies <br />· County Day Care Coordinators <br />'Directors of State Level Contractors <br /> <br />FROM: <br />DATE: <br /> <br />April 3, 2002 <br /> <br />RE: Funding Situation for State Fiscal Years 2001-2002 and 2002-2003 <br /> <br />The purpose of this memorandum is to provide information regarding allocations and reversions <br />for State Fiscal Year (SFY) 2001-2002 for the Subsi-dized Child Care (SCC) funds allocated by <br />'the Division of Child Development. This memorandum will also explain the changes that <br />occurred for some counties in their proposed initial allocations for the SFY 2002- 2003 and the <br />plan to adjust those allocations. <br /> <br /> Current State Fiscal Year Funding <br />The Division has received continuation of the increase of $1.9 million in new federal Child Care <br />.and Development Funds (CCDF) for subsidized child care for this current state fiscal year. Since <br />thisis new money, each county is eligible.to receive a share' of the funding. These funds were <br />· ·allocated based on the formula for allocating new non-categorical funds. All counties received <br />some funds for direct services; however, only a few counties were eligible to receive additional <br />funds for services support. .. <br /> <br />In an effort to ensure that the new federal 'funds are allocated to counties which can spend them <br />this year and to determine if counties had funds to revert and reallocate, Division staff contacted <br />· each county department of social services director earlier this month to complete a funding needs <br />survey. Each county reported what amount was needed of the new funds and if additional funds <br />were needed to maintain services during the remainder of the year or to address the Waiting list. <br />As a result of the questions asked during the survey process, the ·Division also determined the <br />amount of funds counties would not expend this year and therefore could revert, allowing these <br />funds to be reallocated to other counties. State level contractors with a spending·coefficient of <br />more than 100% were also contacted to determine if they needed additional funds. <br /> <br />If a county reverts money, the county will be first to be considered for future reallocations for <br />this state fiscal year.
