Memorandum of Understanding <br /> <br />Mecklenburg Transportation System <br /> <br />Introduction <br /> <br />This Memorandum of Understanding (MOU) is to describe the relationship between the Mecklenburg <br />County, through its Mecklenburg Transportation System program, and anypublic and non-Profit <br />NCDOT/C0unty designated entity, providing transportation services in accordance with the laws, rules and <br />regulations of the state of North Carolina. The transportation services to be provided are intendedto serve ' <br />the residents of the Mecklenburg County region and other counties who require medical transportation' <br />services to specialized centers throughout the state. This project is hereby known as the "Out of County <br />Medical-Multiple County Reciprocal (Agreement) <br /> <br />Program Overview <br /> <br />The United States Congress, through its provisions of funding for the United States Department of <br />Transportation, provided support to the participating N.o~.k Carolina Department of Tzansportation <br />(NCDOT) Subrecipients to enhance coordinated transportation throughout the State of North Carolina. <br />Medicaid transportation funding through the Federal Government also provides provisions for this project. <br /> <br />Out of County Medical Coordination Program ~ <br /> <br />The Out of County Medical Coordination: The goal of th4 program is to coordinate transportation services <br />through cooperative arrangements with existing transportation providers whenever possible. T-he <br />transportation program will serve to arrange coordinated rides for individuals to medical or medically <br />related' activities. <br /> <br />Mecklenburg Transportation System (MTS) Provider Assignments <br /> <br />MTS will assign passengers to fides at the lowest cost to the m(3st appropn'ate provider or mode of <br />transportation. Nothing in this MOU shall be construed to mean the MTS is obligated to assign trips solely <br />on the basis of cost. <br /> <br />Transportation will be assigned to providers based on the needs of the individual. In an effort to reduce the <br />overall costs tO the program, MTS reserves the fight to assign more than one individual to a vehicle. <br /> <br />No service shall be provided on'the holidays and other specified days as shown in Exhibit B. These days <br />will be agreed uponbY MTS and County providers, attached hereto and incorporated by reference as if <br />fully set forth herein. The service standards and price structures are mutual exchange agreements of <br />expectations between the two county entities. <br /> <br />Execution of the MOU does not warrant or guarantee a minimum or maxi. mum amount of servide to any. <br />provider. Coordinated decisions are not defmed by cost options only. It is understood; . Consideration of <br />Cost and the Quali~y of Service are considered in this process of Coordination. <br /> <br /> <br />
