April 15, 2002 <br /> <br />DRAFT <br /> <br />Page 319 · <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, April .15, 2002, at <br />6:30.p.m. <br /> <br /> Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />'Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:30 p.m. <br /> <br /> Girl Scout Cadette Troop 799 of Cold Springs United Methodist Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony were Laura <br />Blackwelder, Whitney Harley, Maggie Johnson, Sumner McBride, Jamie Mills, <br />Emily Moore, Jessica Morley, Katie Morris and Amanda Poppiti. <br /> <br /> Reverend Grant Harrison, Jr., of Marable Memorial A.M.E. Zion Church <br />delivered the invocation. <br /> <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board approved the minutes of March 1I, 2002 <br />(Recessed Meeting) as written. <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of March 18, 2002 <br />(Regular Meeting) as written. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of March 26, 2002 <br />(Recessed Meeting) as written. <br /> <br />Approval of the Agenda <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs <br />and unanimously carried, the Board adopted the Agenda with the addition of <br />Item F-7, ~Presentation of the County Manager Budget Message for FY 2003 and <br />Setting Budget Meeting Dates for May and June" as requested by the County <br />Manager. <br /> <br />RECOGNITIONS AND pREsENTATIONS <br /> <br />Resolution Honorin? the Memoz-~ of Joshua E. Earley <br /> <br /> Commissioner Suggs expressed sympathy to Mr. and Mrs. Kenneth Earley on <br />the death of their son, Joshua B. Earley, who died from injuries received <br />while responding to a house fire with Harrisburg Fire and'Rescue on March 4, <br />2002. On behalf of the Board, he presented a Resolution to the Earley family <br />honoring .the memory of Josh Earley. <br /> <br /> UPON MOTION of Commissioner Suggs, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br /> Resolution No. 2002-09 <br /> A RESOLUTION BY THE <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> HONORING THE MEMORY OF <br /> JOSHUA B. EARLEY <br /> <br /> WHEREAS, the citizens of Cabarrus County and surrounding area. were <br />deeply saddened by the death of Joshua B. Earley on March 6, 2002, from <br />injuries suffered while fighting a house fire on Harrisburg Road in <br />Mecklenburg County; and <br /> <br /> WHEREAS, the 23-year-old fi.refighter was a native of Midland and <br />graduated from Central Cabarrus High School in 1997, from Central Piedmont <br />Community College in 1999and from the Charlotte Fire Academy in 2001; and <br /> <br /> <br />
