He said if Mr. Motley had poured a footing he <br />would be in business. <br /> <br />Mr. Motley said there are already homes there. :It is not the fact <br />that they have taken some property in the middle of an industrial <br />zone and all of a sudden they are going to build houses. He said <br />there are already four homes there; all he is asking' for is to build <br />one or two homes between the houses that are already there. <br /> <br />The Chair closed the Public Hearing on Petition C02-02(R). <br /> <br />Mr. Benton said personally he does not see a problem with <br />rezoning this Medium Density Residential - Special Use as long as <br />the applicant agrees to the number of houses that he mentioned to <br />only be built. He said he thinks this is within reason so he <br />MO-17ONED to approve Petition C02-02(R) to Medium Density <br />Residential - Sp. ecial Use with a stipulation that only four additional <br />houses can be built on this said property, seconded by Mr. Drye. <br /> <br />Mr. Hill said his problem with this is that this property could actually <br />accept 76 houses. He said once the Board agree to this he is sure <br />three, fqu.r or five years down the road there will be four more and <br />four more. He said there has been several changes over the last <br />decade. Mr. Hill said he feels this is inOrdinate. Mr. Motley had five <br />years to start construction on just one dwelling and nothing has <br />happen. Should there be a problem with airport noise, and there <br />will be sometime in the future, it is. going to cost somebody a <br />fortune and we are that somebody, the tax payers. He said he <br />does not think that the taxpayers should have that burden. <br /> <br />Mr. Drye said to Mr. Hill, short of starting an argument, if Mr. <br />Motley does come back and apply for that he has the right to <br />appeal it to the Commissioners. Mr. Drye asked if that was correct. <br /> <br />Mr. Hill said he does not believe so. <br /> <br />Mr..Drye said anybody in Cabarrus County can appeal a decision <br />that this board makes. <br /> <br /> <br />
