Planning and Zoning Commission Minutes
December 18t 1997

Page 14

("

a souther~ access. As Derita Road extends into Mecklenburg
County and becomes Odell School Road, there will be an
interchange with the outerbelt as 'that is constructed.' An interest
that was brought up in the area plan was a potential conflict.
There was at the time we did-the area plan, and-are now/areas of
potential cor~.icL The Western Area Plan shows that c?~zens,
planners and elected boards clearly recognized there were going to
be areas of conflict. It also addressed as we went through those,
that those were the areas that We would need to look at
specifically.. It is again the staffs feeling that this property is not
appropriate for residential development. We feel with the airport
facility, the development and zoning trend, and the larger
community needs, industrial use of this property is appropriate.
Mr. Marshall said ff the Board considers additional conditions that
have not been offered by the petitioners, they would have to agree
to thOse for them 'to be part o£ this rezoning. One of the difficulties
in doing that is there are eight petitioners. It ,would be difficult to
get a response from them in a meeting'such as this. Overall, again,
the staff feels the most proper use of this. property is
nonresidential. The Rocky River would become the major
boundary between residential areas and non-residential areas
except on the northern part of this, and we feel that our buffer'mg
and screening requirements can address that issue, The rezoning
would not however conform to the Western Area Plan as shown
we would recommend if you chose to rezone this property that
consider three specific changes to the Western Area Plan.
.changes we recommend are: 1) the area' referred to as King's Gra~
should be changed to-more accUrately represent the retail and
service emphasis of the. development around and extending from
the interchange. The map should also be altered to reflect the new
alignment of the. King's Grant Parkway between 1-85 and Derita
Road as that will surely change traffic patterns in the area, 2) areas
rezoned since 1'992 that have varied from pianned
recommendations should be corrected on the land use map. These
areas represent policy decisions by the elected boards, based upon
specific analyses of properties (as opposed to the general analysis
of an area plan). 3) the residential area along the westside of Derita
Road over to the Rocky River should be changed to Future
Employment- This recommended change is the result of the
specific analyses done to analyze a rezoning request and reflective
