Planning and Zoning Commission Minutes <br />December 18f 1997 <br /> <br />Page 25 <br /> <br />The Chair asked Mr. Marshall to outline what the buffer <br />requirements v~oUld be. <br /> <br />Mr. Marshall said there is a large range of topography there, so <br />there is no one answer to that topographic question. So rather than <br />addressing the topography, l~ir. Marshall went through what the <br />buffer yard requirements are in the zoning ordinance. He said <br />with a parcel of this size, the buffer yard, as we stated, is required <br />to be 100 feet wide from the property line. That would mean no <br />development could occur within that 100 foot buffer yard. Existing <br />vegetation can be retained to meet the buffer yard requirements, ff <br />that is not sufficient, then it does require 12 trees and 60 shrubs per <br />100 feet. We would have to analyze that and determine whether it <br />met the requirements. If it did not, they would have to add these <br />additional trees and shrubs to meet that requirement. <br /> <br />Mr. Moose said this is not going to be something he thinks we are <br />going to work out tonight He said it is up to this board to find out <br />what's the best thing for the County,' and he particularly think~ <br />industrial development is probably a better way to go' than a lot of <br />residents because residents impact the County in a whole lot of <br />expensive ways. The two issues he is concerned about is protection <br />fOr the Beech Bluff residents and then limiting the access along <br />Derita Road and Poplar Tent Roads. <br /> <br />Mr. Beal addressed the Board stating he has spoken with the two <br />property owners and they are not agreeable to the request He said <br />he has been asked to note one property owner has owned his land <br />prior to the Beech Bluff development <br /> <br />The Chair asked Mr. Marshall what are the Board's options? <br /> <br />Mr. Marshall said the Board's options are approval of the petiti'on <br />as .submitted with the conditions and concept plan as given to <br />them. He said the Board would have an option to deny the <br />petition as submitted and that would also include denial of this <br />concept plan and conditions. Mr. Marshall said as a staff we <br />would recommend ff the Board moved to approve this that the <br />Board also simultaneously move to amend the area plan.. In doing <br />that, you would agree with the analysis that the area plan does <br /> <br /> <br />
