Emergency Management Agency instituted a new program to help communities and property <br />owners deal with the impact of tornadoes and other high-wind natural hazards. The program, <br />Project Impact, was begun in response to rapidly escalating disaster costs and the growing need <br />to assist communities in protecting lives and property. The Project Impact hst of <br />recommendations to help reduce the devastating effects of high winds is included in Table 2-2. Severe Winter Storms <br /> <br /> 1. Severe winter weather is typically associated with much colder climates; however, in <br />some instances winter storms do occur in piedmont North Carolina. The impact of a winter storm <br />in Cabarrus County can be paral ,yzing.
