ICABARI]US COUNIYI <br />NORTH CAR6LINA <br /> <br />August 19th Agenda <br /> <br />August 13, 2002 <br /> <br />MEMORANDUM <br /> <br />TO: Board of Commissioners ' <br /> <br />RE: Establishment of a South Central Piedmont <br /> "Resource Conservation and Development" Area <br /> <br />The United States Department of Agriculture, through the Natural Resources Conservation <br />Service, establishes "grant and assistance" eligible regions called "Resource Conservation and <br />Development" Areas. Once established, these areas qualify for technical assistance, grant <br />funding (when available) and project coordination with other federal and state agencies. <br /> <br />For some reason, seven counties (including Cabarrus) in the Charlotte region are the only North <br />Carolina counties not included in a RCDA. An effort dating back to 1971 and renewed in 1987 <br />failed to gain recognition. This effort is being renewed. <br /> <br />Primarily, the County's Soil and Water Conservation District and Watershed Improvement <br />Commission would be responsible for the RCDA's activities.
