Freeman ·
Chairman
Cabarrus County Board of Commissioners
P.O. Box 707
Concord, NC 28026-0707

Dear Mr. Freeman:

The Cabarrus Soil and. Water Conservation District Board, is requesting the assistance
and support of the Cabarrus County Board of Commissioners, with an application to
USDA-Natural Resources Conservation Service, for the establishment of a Resource
Conservation and Development (RC&D) Area for the Counties of Cabarrus, Gaston,
Lincoln, Mecklenburg, Rowan, Stanly, and Union. A steering committee has been
created to develop and submit the application to USDA-NRCS by mid September 2002.
Currently, both the US House and Senate Agriculture Appropriations Committees
propose increasing funding for the RC&D Program for Fiscal Year .2003. By having a
current application on file with USDA-NRCS, we can compete for approval of the
proposed RC&D area, together .with the benefits of funding provided by this
development program.

The Cabarrus SWCD is requesting the sponsorship of the Cabarrus County Board of
County Commissioners on this application. If you should have any questions, please
give our office a call.

Sincerely

Myra Morrison
Chairman, Cabarrus Soil and Water Conservation District
