August 29, 2002

ICABARRUS COUNTYI
NORTH CAROLINA

MEMORANDUM

Board of Commissioners

"Non-Emergency" Transport Services
Harrisburg Fire Department

Attached is correspondence pertaining to Harrisburg Fire Department's planned termination of "non-
emergency" transport services.

Mike Downs, David Hampton, James Sasser and other staff members will prepare alternative option
analysis for your review and consideration. This issue will appear on the September Board agenda.

I believe this action by Harrisburg Fire Department points to the need for the County to take a more
comprehensive approach to this service, as well as fire services county-wide. The study completed in
May 2001 emphasizes several options that could address this and other related issues.

Approximately 2,400 "non-emergency" transports occur annually in the County. These would be
services being provided outside the County's van system. Nursing homes are partially compensated
for these services through allocations provided through existing supplements. Procedures could be
established that would recover from the nursing homes some of the "non-emergency" transportation
costs.

The Harrisburg Fire Department proposal would cost the County approximately $216,000 annually.
Again, staff is researching other viable alternatives and will provide that information at the September
Board meeting.

...Respectfully, t

FWC/sb
Attachment
cc: Mike Downs
David Hampton
James Sasser
be: Bla±r Bennett
John Day

Carl Parmer
Chief Charles Greene
~ ~ Fletcher Hartsell

Office of the County Manager

P.O.
