The applicant must pay all fees to <br />Cabarrus County and the City of Concord before final platting. <br />Staff recommends forwarding to the Board of Commissioners <br />to enter into a consent agreement. <br /> <br />Staff Recommendations: <br /> <br />Staff recommends approval with the following conditions: <br /> <br />1. A soil and erosion control plan must be submitted to <br /> Cabarms County Erosion Control prior to the <br /> commencement of any land disturbing activities. <br />2. The revised plat should include a statement regarding the <br /> maintenance of open space. <br />3. Obtain an approved water service plan from the State of <br /> NC prior to final plat approval if developers use public <br /> water or provide private wells. <br />4. Street names must be approved for Emergency 911. <br />5. Developer must enter into a consent agreement with the <br /> Board of Commissioners. <br /> <br />The staff recommends approval with the enumerated <br />conditions and the project be sent to the Board of <br />Commissioners to execute a consent agreement. <br /> <br />Planning and Zoning Decision: <br /> <br />The Planning and Zoning Board decision was a denial based <br />on adequate public facilities inadequacies. The developer has <br />proposed $500 per lot to advance school adequacy. <br /> <br /> <br />
