Box 707 <br />Concord, NC 28026-0707 <br /> <br />Dear Frank: <br /> <br />For the past several months, Bill Duston, COG Planning Director, has <br />been working with Mr. Jonathan Marshall of your staff, representatives <br />from the various MPO's, and local Chambers of Commerce, in putting <br />together a draft scope of work for a coordinated land use/transportation <br />study forNC 73. The project study area is that portion of the NC 73 <br />Corridor (between 1-85 in Cabarms County, crossing 1-77, to NC 27 near <br />Lincolnton) which serves as an east-west connector. The need for such a <br />multi-jurisdictional study has been discussed for a number of years. It has <br />only been recently, however, that staffs from this region and NCDOT have <br />sat down and worked out a workscope suitable both to NCDOT and to the <br />region. <br /> <br />A copy of the workscope is attached. It calls for the development of a <br />coordinated land use and multi-modal transportation plan suitable for <br />multi-jurisdictional implementation. Proposed work plans call for <br />selection of an outside consultant(s) and work to begin in early 2003 with <br />work completed sometime in early 2004. <br /> <br />NCDOT officials would like to have this matter come before the Board of <br />Transportation at their November 2002 meeting. For this to take place, we <br />would need to gather letters of commitment from the jurisdictions along <br />NC 73 will be needed. As your staff has apprised you, a commitment of <br />$10,000 per jurisdiction is being requested to partially fund the project, <br />NCDOT would match the local funds.
