Public Comment <br /> <br />Cabarms County's Work First Plan was put out for public comment for five <br />(5) working days starting on September 30, 2002 and ending on October 4, <br />2002. The Plan was placed at the Cabarrus County DSS, the County <br />Manager's office, and all four (4) branches of the Cabarms CoUnty Public <br />Library, located in Concord, Harrisburg, Kannapolis, and Mt. Pleasant. The <br />public comment period was advertised in the Independent Tribune, the <br />Cabarrus County daily newspaper, as well as on the County Public Access <br />channel on Time Warner Cable TV. Comments were accepted by phone call, <br />mail, and e-mail addresses that were placed with the Plan at all locations. No <br />comments were received. <br /> <br />C. Planning Process <br /> <br />The development of the FY 2003-05 involved collaboration between the <br />principal partners involved in the plan, namely the Employment Services area, <br />the Work First Eligibility area, and the Crisis Assistance area. Due to <br />cutbacks and the increased workload, there has been and will be ongoing <br />meetings with these areas to ensure that the work accomplished will be both <br />effective and as efficient as possible. The Work First Planning Committee <br />met on 9/13/02 and 9/27/02 and did offer input into the department's plan. <br />Four areas of concern by the committee included: 1) mental illness in clients <br />and how we identify and deal with it, 2) follow-up with clients once they <br />leave the program, 3) the ever increasing teenage drop-out rate in schools as a <br /> <br />' 4 <br /> <br /> <br />
